Program for the Enrichment of French in Education

New! Funding for 2018-2019 is currently on hold due to delays related to the extension of the Canada-Manitoba Agreement in education. Nevertheless, we encourage organizations to submit applications for 2019-2020 funding.

The Program for the Enrichment of French in Education (PEFE) is funded under the Canada-Manitoba Agreement on Minority-Language Education and Second Official-Language Instruction.

Within the framework of this program, Manitoba Education and Training provides discretionary financial support to non-profit organizations, post-secondary institutions and the Division scolaire franco-manitobaine for the development and delivery of activities that are offered to the Francophone educational community as well as students and other individuals learning French as the second official language of Canada. Financial support is awarded annually, when the agreement is in effect, based on demand and available funding. Funding will not exceed 50% of the actual cost of the project.

The purpose of the program is to provide financial support for school-based, extra-curricular and post-secondary projects that help to:

  • Enrich the educational community
    • enhance and promote learning of the French language;
    • provide opportunities to discover Francophone culture and participate in French cultural activities.
  • Recruit and retain students
    • recruit and retain students in the Fran?ais and French Immersion programs and in French (English Program) through school-based, extra-curricular, and post-secondary initiatives.

Eligibility

Eligibility is restricted to non-profit organizations registered with Revenue Canada, post-secondary institutions and the Division scolaire franco-manitobaine.

Selection Criteria

Applications will be assessed based on the following criteria:

  1. Capacity to meet the needs of the target population
    • Does the project meet a need expressed by the educational community?
    • Does the target population identified confirm that the activities proposed by this project meet their needs?
    • Are the activities proposed in the project description directly connected to the need expressed by the educational community?
  1. Relevance of the project's objectives to the educational objectives of the PEFE, which are to have students:
    • improve language skills;
    • practice French and live in French outside the classroom;
    • participate in the Francophone community and Francophone activities in French;
    • acquire leadership skills in French;
    • meet other Francophones and Francophiles;
    • develop confidence and pride;
    • engage in learning French, to participate in, and contribute to, the Francophone community.
  1. Quality of the project and evaluation measures
    • Do the proposed activities in the project description help achieve the educational objectives of the PEFE?
    • Have the performance targets been identified?
    • How will achievement of the targets be measured?
  1. Value of the project's benefits
    • What impact will this project have on the educational community (students, teachers, etc.)?
    • Is there an adequate cost/benefit ratio between the budget and the value of the planned activities?

Conditions for Funding

  • The organization must sign a funding agreement (Document en format PDF 70 KB) and send it to the department.
  • Project activities must be conducted in French.
  • The goal of the project must address one of the following two educational areas:
    • Enriched school environment
    • Student recruitment and retention
  • The project assessment tool, the frequency of the evaluation and the data collected must be indicated on the application.
  • The duly completed and signed grant application must be sent to the department by January 31.
  • The grant monies must be spent during a 12-month period starting July 1.
  • During those 12 months, the grant recipient will be required to submit
    • by January 31, an Interim Report that includes a financial statement showing the actual costs incurred from July 1 to December 31 and the estimated expenditures from January 1 to June 30;
    • by September 15, a Final Report that includes a list of activities and the number of participants, a project evaluation, and a financial statement showing the actual costs.
  • The organization must acknowledge the financial support of the federal and provincial governments through the use of the "Canada" and "Manitoba" wordmarks and, where space and circumstances allow, specific text that refers to the Government of Canada and the Government of Manitoba.

Eligible Expenditures

Eligible expenditures include, but are not limited to:

  • The salary of a project coordinator or facilitator;
  • Fees for professional services;
  • The transportation and accommodation costs of individuals providing educational activities;
  • The purchase of materials for the project, and the leasing of equipment and space;
  • Advertising costs to promote the project;
  • Operating costs related to the project.

Ineligible Expenditures

The following expenditures are not eligible:

  • Expenditures related to capital costs;
  • Transportation costs for out-of-province travel.

2019-2020 Application for Funding

The duly completed and signed Application Form (Document in MS Word Format 164 KB) must be sent to Manitoba Education and Training by January 31, 2019. Please note that the MS Word file must be sent electronically and the signed copy must be sent by mail. The application form must be signed by

  • the president or executive director

Interim Report

In December, Manitoba Education and Training will send a customized interim report to each grant recipient. This report must be completed and sent to the department by the end of January.

Final Report

In May, Manitoba Education and Training will send a customized final report to each grant recipient. This report must be completed and sent to the department by mid-September.
