IMPORTANT UPDATE – Provincial Health Insurance Eligibility for International Students

Effective September 1, 2018, individuals with a study permit issued by the Government of Canada are no longer eligible for provincial health insurance coverage through Manitoba Health, Seniors and Active Living (MHSAL). Provincial health insurance will end after August 31, 2018 for International students who have coverage on the basis of a study permit valid for 6 months or longer. As of September 1, 2018 Manitoba health cards will no longer be valid, and should not be presented at a hospital or pharmacy or when attending an appointment at a physician, optometrist or chiropractor’s office.

This change may also affect the spouse, common law partner and/or child, if currently covered by MHSAL under the provincial health plan on the basis of an international student’s study permit.

International students, their spouse, common law partner and/or child may still be eligible for provincial health insurance on some other basis (e.g. international student/spouse holds a work permit, or your dependent is a Canadian born child). Please contact MSHAL Registration/Client Services as soon as possible through the information provided below.

Please note that a study permit which allows an international student to work in Manitoba/Canada during their studies is not considered to be a work permit for the purpose of provincial health insurance, and will not entitle international students to coverage under the provincial plan.

MHSAL has contacted educational institutions in Manitoba to provide them with information about the change in provincial health insurance for international students. It is recommended that international students contact their educational institution directly to ask about enrollment requirements, and whether they can provide guidance or assistance with respect to health care insurance needs.
