Policy Statement: School divisions are required to review, develop and implement policies that establish procedures, and joint-use agreements, for the use of public school facilities that maximize their use by school and community users and support the educational, recreational, social and cultural programming that can be offered during school hours as well as outside the regular instructional day. Compliance is expected by September 1, 2011.

This report describes the findings of a survey conducted in Manitoba in regards to user fees and policies on the community use of schools and school use of municipal facilities. The research was prompted by a recommendation made by the Advisory Committee on the Joint Use of School and Community Facilities to consider ways of maximizing the joint use of school and community facilities. The results of this survey were to be used as a foundation for future policy development related to user fees and joint-use agreements.

Mandate:

  • To consider ways of maximizing the joint use of community and school facilities for the benefit of all members of the community with a focus on children, youth. To provide advice to the Manitoba Education, Citizenship and Youth and Manitoba Culture, Heritage, Tourism, and Sport with respect to implementing the recommendations of the Healthy Kids, Healthy Futures Task Force Report (PDF Format 876 KB).
  • These recommendations encourage cooperation and collaboration amongst municipalities, school boards and other key organizations to enhance equitable access to community and school facilities in the province with a primary focus on physical activity opportunities for children and youth.
